ملخص:
تهدف هذه الورقة البحثية إلى تحليل دور الحوكمة المستدامة كآلية لتنمية قطاع الثروة الحيوانية وتعزيز الأمن الغذائي في الجزائر، من خلال إبراز مدى مساهمتها في تحسين كفاءة إدارة الموارد الطبيعية والبشرية، وضمان استدامة الإنتاج الحيواني في ظل التحديات الاقتصادية والبيئية الراهنة. كما تسعى إلى توضيح أهمية إدماج مبادئ الحوكمة في السياسات الفلاحية لتوجيه الدعم بفعالية وتعزيز الشفافية والمساءلة في تسيير القطاع.
وقد أظهرت نتائج الدراسة أن تطبيق الحوكمة المستدامة يسهم في رفع مردودية الإنتاج الحيواني وتحسين جودة المنتجات، إلى جانب تعزيز التعاون بين مختلف الفاعلين وتحقيق التكامل بين الأبعاد الاقتصادية والاجتماعية والبيئية. كما توصلنا إلى أنّ تبني نموذج حوكمي مستدام قد يشكل ركيزة أساسية لتحقيق الأمن الغذائي الوطني من خلال الاستخدام الرشيد للموارد والحد من التبعية للخارج في المنتجات الحيوانية.

Abstract:
This study examines the role of sustainable governance in developing Algeria’s livestock sector and strengthening food security. It emphasizes the importance of efficient management of natural and human resources, integrating governance principles into agricultural policies, and ensuring transparency and accountability in sector management. By promoting participatory approaches, sustainable governance enhances coordination among stakeholders, improves productivity, and ensures the rational use of scarce resources.
The findings reveal that applying sustainable governance contributes to improving livestock performance, product quality, and environmental protection. It also supports the transition toward a more resilient and competitive livestock system capable of adapting to economic and climatic challenges. Ultimately, sustainable governance emerges as a strategic tool for achieving balanced development and long-term food security in Algeria through the efficient use of local resources and the reduction of dependence on external animal products.
